I asked Fire Chief Cardello if I could highlight him and he said ‘I’d rather you highlight our team.’ That is a testament to our Stafford Fire Chief. In referencing Ms. Orr, he said “She's a one-woman force who is a tremendous advocate for the health of our community. She specializes in getting, or bringing, healthcare to our underserved communities. She has partnered with local hospitals and other organizations to significantly increase access to healthcare for Stafford County residents.”

Kim Murphy Orr serves as the Public Health Specialist and Designated Infection Control Officer for Stafford County Fire & Rescue within the Office of Emergency Management. She leads countywide public health coordination for more than 160,000 residents and oversees infection control for over 200 EMS personnel. In her role, she also advances preventive community outreach initiatives and works closely with healthcare, social services, and public safety partners to strengthen care coordination and bridge gaps in access to healthcare for vulnerable populations.
Prior to joining Stafford County, Ms. Orr held executive leadership roles across healthcare systems and long-term care. As Director of Operations at Work Health Solutions, she managed large-scale statewide contracts for the California Department of Corrections and Rehabilitation and the California Department of Public Health, overseeing occupational health services across more than 31 state institutions and 17 district offices.
She also served as Director of Admissions and hospital liaison for multi-state skilled nursing and assisted living communities, leading hospital partnership development, regulatory compliance efforts, and admissions strategy. Ms. Orr holds a Master of Public Health in Health Administration and Management and is an Emergency Medical Technician (EMT) and American Heart Association BLS Instructor. She is passionate about meeting people where they are; whether through community outreach events or connecting residents with critical resources.
Outside of her professional role, she is a mother of 4, values time with family and remains deeply committed to serving the Stafford community she calls home.
